The Tonkin Gap Alliance project is a major infrastructure upgrade in Perth, designed to improve road and rail connectivity. Key components include the Benara Underpass, Morley Bridge and Station, and Noranda Station, all of which feature complex civil works supporting Metronet’s Morley & Ellenbrook Line.
Tonkin Gap Alliance Overview
The Tonkin Gap Alliance, comprising Main Roads WA, PTA, BMD, Georgiou, WA Limestone, BG&E, GHD, and APP Group, delivered a $400m upgrade to Tonkin Highway between Collier Road and Dunreath Drive. The project removes bottlenecks, adds lanes, and enables rail integration for the new Morley & Ellenbrook Line.
Benara Road Underpass
- A critical dive structure allowing trains to pass beneath Benara Road.
- Enables seamless rail movement within the Tonkin Highway median.
- Designed to support future traffic volumes while maintaining rail alignment integrity.
Morley Bridge, Station & Carpark
- Construction of a multi-storey carpark and intersection upgrades at Broun Avenue and Embleton Avenue.
- Includes platform footings, FRP wall works, and bus interchange infrastructure.
- The Morley Bridge facilitates both road and rail access, integrating with the new station and shared path network.
Noranda Station: Retaining Wall, Platform & Drainage
- Features retaining walls and platform structures built to accommodate constrained site conditions.
- Includes stormwater management systems, notably a large storm trap installed beneath the carpark to manage runoff and prevent flooding.
- Supports pedestrian access and future-proofed station amenities.

ProfitPays mobilised a QS team to deliver a full measure within one month on a major civil project. This project demanded precision, agility, and strategic coordination. ProfitPays began by rapidly assessing scope and available documentatio, drawing on prior experience with similar infrastructure typologies to anticipate measurement challenges and resource needs.
ProfitPays assigned clear roles & measurement tasks, ensuring parallel workflows across disciplines such as earthworks, structures, drainage, and services were expedited.
Daily coordination reviews kept the team aligned, while ProfitPays liaises with the client’s engineering and commercial leads to clarify scope boundaries and resolve ambiguities. The final measure is structured by package, tagged to drawing revisions, and cross-referenced to contract item, ready for valuation, claim substantiation, or tender reconciliation.
By combining technical rigour with fast-tracked workflows, ProfitPays delivered a coherent, auditable measure within tight timeframe, supporting the client’s commercial strategy and legal positioning with confidence

Timelines Maintained, Tenders Received and Awarded on Schedule
Delivering a comprehensive measure within a compressed timeframe gave the contractor a strategic edge, transforming ambiguity into clarity and enabling rapid downstream procurement. ProfitPays measure broke the project into discrete, quantifiable work packages aligned with the contractor’s tendering strategy. Each item was tagged to drawing revisions, scope boundaries, and contract clauses, allowing subcontractors to price with confidence and minimal assumptions.
This precision eliminated the need for multiple RFIs or scope clarifications, accelerating the tender cycle. Subcontractors could respond quickly, knowing the quantities were defensible and consistent across disciplines. The contractor, in turn, was able to compare apples with apples, evaluating bids on a like-for-like basis and locking in competitive rates without delay.
With the measure in hand, the contractor also gained leverage in client negotiations. The quantified scope enabled transparent pricing discussions, supported provisional sums and variation allowances, and gave the client confidence in the contractor’s cost position.
Critically, the measure supported program certainty. With subcontractors engaged early and scope clearly defined, the contractor could sequence works, commit to start dates, and mitigate procurement risk.
